A photograph of an unfinished concrete-block building under construction, with a bamboo scaffold rising against its front facade. Two large mounds of sand sit in the foreground. Three children play on the sand: one in an orange top and pink shorts climbs the mound on the left, a smaller child in yellow stands beside them, and another child in a green top and white skirt leans over on the right. A grey cement mixer drum sits at the left edge, and metal rebar sticks up from the roof. Window frames are installed on the upper floors and openings are still unfinished.
