Outdoor relief distribution in a coastal village street beside a stone wall, with cardboard boxes and plastic bags of supplies on a wooden bench at left. A hanging orange banner shows a portrait of a saffron-robed figure with long hair, next to Tamil script. At centre, a woman in a pink sari hands items from a table of packaged goods to a woman in white. Several women in saris, one in an orange-red blouse, stand in the foreground facing the table, and small boats and people are visible in the background. No person is confidently identified as a person; the banner portrait is a printed depiction, and the saffron-robed figure's appearance is uncertain.
