Outdoors under a clear blue sky, a large cluster of red, yellow, blue, white, pink and green balloons rises in the centre of the frame. Behind them, two red and gold ceremonial umbrellas with fringed edges and a blue bird emblem stand over a procession area. A camera operator is partly visible at the lower centre, and a few people's heads appear at the bottom edge. A white multi-storey building sits at the left, with parked cars along a road.
