A photograph of an unfinished construction site on dusty bare ground in the foreground. Three men walk across the dirt: one in a striped short-sleeved shirt, one in a light blue shirt and dark trousers, and a third in white with dark trousers further back. Behind them stands a partly built concrete-block building with exposed steel reinforcement on its upper floors, a red truck, a parked dark red car, and piles of gravel. A rocky grey hill rises in the background under an overcast sky, with a small water tower at right and a blue signboard at left.
