A wide dusty construction site beneath a large forested hill with rocky outcrops under a clear pale sky. Thatched palm-roofed open shelters stand on the left and right edges. In the middle, a silver SUV is parked on the red earth, with a few people in white clothing standing near stacks of grey concrete blocks and piles of sand. Black water storage tanks sit beside the shelters.
