Hazy photograph of an unfinished concrete-block building with a long green corrugated roof, topped with a row of decorative golden finials along the ridge. Palm and tree foliage fades into the mist behind it, and a small red flag stands at the right end of the roof. A metal scaffold frame and blue barrels sit in the foreground near the lower wall, and a yellow object is visible at the lower right. No people are visible.
